Job safety analysis (JSA), sometimes called job hazard analysis (JHA), has long been a safety program building block. Is the process still useful as a risk control technique?  (O)SHLEQ Culture Development

It is important for any company to develop a HSE culture, where employees make safety, health, environment and quality  part of their everyday practise. The only way to change the mind set and create a strong safety culture, is to make employees aware of the dangers in the workplace and what they can do to eliminate or minimise risks. In order to accomplish this, they should simply introduce the following:
•    Induction system where all new employees learn what safety, health, environment and quality  is and where they may be exposed to high risks.
•    Create and implement safety posters in different languages.
•    Create a forum where employees can report incidents, as well as come up with new ideas how to minimise certain risks.

Risk assessment is a key step in the risk management procedure of a business and involves identification of hazards/risks and the implementation of controls for the identified risks. Risks come in all shapes and sizes and can mean many things to a business. It can mean catastrophic collapse or a temporary interruption. If you don’t know what your risks are you cannot manage them appropriately in order to prevent repercussions.

A lack of supervision can have a negative effect on workforce stability, capacity, confidence, competence and morale. It is the job of the supervisor to ensure control over the activities of subordinates, check on workers who may waste resources and give feedback regarding complaints, grievances and problems of subordinates to superiors. Supervisors are also important because they play a key role in maintaining group unity among workers and making sure all instructions are communicated and understood by each employee.
Supervision also helps make sure a company creates workers who are skillful, knowledgeable, and clear about their roles and who are assisted in their practice by sound advice and emotional support.

SHEQ Policy & Program Development

It is of most importance that an employer conducts a safety, health, environment and quality  policy & programme that declare and elaborate the commitment towards safety, health, environment and quality , as well as the objectives and targets set by management. The organogram will state the different responsibilities of each of the individuals in management. The programme describes how and when the employer will implement these different commitments and who will be responsible for each of the identified responsibilities. BRS can develop and implement all relevant policies programme.

Workplace Inspections

Workplace inspections are a regular, systematic way of identifying hazards, assessing their risks and implementing corrective/preventative control measures. Whilst walking through your business site our team can help you identify hazards including slip/trip hazards, chemicals, plant, pedestrian movement,  motorized plant, guarding, manual handling and more. Regular inspections demonstrate continued commitment to site safety.

Incident Investigation & Recording

When an incident occurs, it is important to know your legislative obligations and ensure it is appropriately managed and properly investigated. If someone is hurt or killed the Regulatory Inspector will want to see a best practice investigation of the incident. The area must be cordoned off, ensuring it is not disturbed and at the same time assure the safety of the surrounding area, most importantly the people before documenting the scene.

Root cause analysis (RCA) is a systematic process for identifying “root causes” of problems or events and an approach for responding to them. RCA is based on the basic idea that effective management requires more than merely “putting out fires” for problems that develop, but finding a way to prevent them.

System Review

Accident frequency and severity rates are not always the only measures to use for evaluating the effectiveness of a safety, health, environment and quality  programme. Cases of occupational disease are often under-reported in these statistics. The emphasis is usually on injury-producing accidents, not all events. Since accidents/incidents are rare events, in small organisations the basis for comparison may be limited.

It is desirable to use a system review to measure the effectiveness of an (O)SHEQ program. An audit uses a checklist in which each element is subdivided into a series of questions. Each question is given a weighting factor depending on its importance. Records, observations, interviews, and questionnaires are used to evaluate performance for each sub-element.

Annual reviews appear to be more common but reviewing critical elements in the programme more frequently may be advisable. The review team, which should include representation from the joint safety, health, environment and quality  committee, must receive appropriate training in review procedures. This procedure should include provision for target dates for remedial action and checks to confirm completion.

Reviews should target:
•    (O)SHLEQ objectives and associated KPIs (Key Performance Indicator).
•    (O)SHLEQ operational targets and associated KPIs.
•    Responsibilities documented in the OHS procedures and other documents.
•    Other elements of the OHS system identified as requiring a review.

Reviews must consider:
•    Internal audit annual reports.
•    Results of external audits.
•    Accident/incident data.
•    Changes in legislation.
•    Changes within the organisation (for example: structure & activities).
